According to SoCal Tech, Northrop said the project aims to generate electric power at cost parity with grid-connected fossil fuel power plants. Professor Harry A. Atwater is leading the research along with  Ali Hajimiri  Jr. and Sergio Pellegrino.  Tina Casey of Clean Technica provides some analysis of the project.
